   * CADRE RESTRUCTURING AGREEMENT SIGNED *

                 At last after several round of protracted negotiations with the administration, JCM Staff side, Departmental council ( NFPE & FNPO) has signed the cadre restructuring proposal. The staff side has tried to the best of its ability to make maximum improvement in the proposal. In spite of our hard bargaining we could not achieve 100 percent success. Our demand for separate higher pay scale for PO& RMS Accountants, Creation of separate cadre for System Administrators or grant of special pay/allowance, bringing MTS also under cadre restructuring etc is not accepted by the administration. Regarding Postmaster Cadre after much bargaining, it is agreed to examine our claim for higher pay scale after the present proposal is approved by the government.

                  As Govt has already appointed 7^th CPC and the Pay Commission has already published the questionnaire, any further delay in completing the cadre restructuring will adversely affect the interest of Postal employees. We will take up the remaining issues, which are not agreed by the administration in the cadre restructuring committee with the 7^thCPC in our memorandum and make one more effort to get a favourable recommendation.

                  Taking into consideration all the above aspects and also keeping in mind the larger interest of the employees, we have decided to sign the agreement

Copy of the agreement is published below.

The Salient features of the agreement are as follows :

1. Number of LSG posts will increase from 8 % to 22 %

2. Number of HSG II  posts will increase from 2 % to 12 %

3. Number of HSG I  posts will increase from 1.5 % to 4 %

4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)

5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio

6. Postman/Mail guard will get the same ratio of promotion.

  The present proposal is to be approved by Postal Board, DoPT & Finance Ministry. We will make all out effort to get the proposal implemented at an early date.

OFFICE MEMORANDUM

Subject: Clarification on increase in certain allowances by further 25% as a result of enhancement of Dearness Allowances w.e.f. 1.1.2014

The undersigned is directed to refer to para 1(j) of this Department’s 0M. No.12011/03/2008-Estt. (Allowance) dated 2.9.2008. This provides that the limits of Children Education Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. References are being received from various quarters with regard to the amount of Children Education Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/l/2014-E-1I (B) dated 27th March, 2014.

2. In accordance with the above, the following shall be the revised limits:

a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs.18,000/- per child. Accordingly, the quarterly claim could be more than Rs.4500/- in one quarter. The Hostel Subsidy shall be Rs.4500/- per month per child;

b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1500/- per month; and

c) The annual ceiling for reimbursement of Children Education Allowance for disabled children of Government employees shall be treated as revised to Rs.36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees shall be treated as revised to Rs.9000/- per child per month.

 

3. These revisions are applicable with effect from 1st January, 2014.

4. These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No.12011/03/2008-Estt (Allowance) dated 2.9.2008, O.M. No.12011/04/2008 dated 11.9.2008 and 12011/07(i)12011-Estt.(AL) dated 21.2.2012.

Post Bank of India: a missed opportunity for UPA-II - The HIndu

The Reserve Bank of India (RBI), on Wednesday, decided to keep in abeyance its decision to grant banking licence to the Department of Posts (DoP) for setting up the Post Bank of India (PBI), thanks to sheer indecisiveness on the part of the Congress-led United Progressive Alliance (UPA) government that has been sitting on the issue for the past three months.

Armed with all necessary approvals from various stakeholders, including the Planning Commission and the Ministry of Finance, the DoP had submitted its application with the Public Investment Board to be put before the Cabinet Committee on Economic Affairs (CCEA) for its approval in January this year. But the matter is yet to be taken up.

In the meantime, the RBI gave “in principle” approval for banking licences to IDFC and Bandhan Financial Services Private Limited, but it did not consider the PBI application as it did not had mandatory clearance from the government. “The HLAC (high level advisory committee set up by the RBI to look into the issue) had also recommended that in the case of Department of Posts which has applied for licence, it would be desirable for the RBI to consider the application separately in consultation with the Government of India,” the RBI statement said.

However, this has given some relief to those engaged in the project in the DoP and the government as their application was not turned down by the RBI. And now they reason that the Cabinet can still decide on the issue without losing any time. “The Election Commission of India gave the RBI permission to decide on the licence grant as it was a routine matter. Similarly, the Union Cabinet can also decide on the issue and let the DoP get approval from the RBI...The issue of the model code of conduct being in force is irrelevant here,” a senior government official said.

But what puzzles many in the government is the reluctance on the part of the Ministry of Finance to speed up the DoP application, particularly when it would supplement the UPA government’s commitment towards financial inclusion as the wide reach of the DoP would ensure that even those living in remotest areas of the country get banking facilities.

“The PBI would use over 1.3-lakh post offices as business correspondent for the last mile reach in rural areas. These post offices will foster government’s financial inclusion agenda by providing simple yet the complete suite of financial products, including deposits, loans, insurance, remittances, pension products and government subsidies,” a senior official said.

Interestingly, the PBI will run on a unique model where just 150 branches would be opened over the next five years and manned by 3,000 employees, and these would be linked to 800 head post offices across India, which will further be connected to 25,000 sub-post offices and these to 1.3-lakh branch post-offices in remote and rural areas, including places such as North-East and Naxal-hit areas.

In its application to the RBI, the DoP has stated that the PBI would need Rs.1,800 crore as total capital investment, of which the government’s contribution would be just Rs.700 crore while the rest would be arranged from domestic and foreign investors.

The PBI is expected to have a turnover of over Rs.21,000 crore in five years with a profit of Rs.300 crore.

1.	Whether the examination fees as charged by the school is reimbursable?	“Examination fee” has been included as part of reimbursable items as indicated in para 1(e) of O.M. dated 2nd September, 2008, subject to the fulfillment of other existing conditions vide) OM No.12011/01/2012-Estt.(AL) dated 31-07-2013. The said orders do not have a retrospective effect.
2.	Whether reimbursement of amount of fee paid during 1at and 2nd quarter could be claimed in 3rd or 4th quarter, without the fee receipts of the 3rd and 4th quarter?	No. As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd / 4th quarter has to be submitted to ensure that the child has not dropped out of the school in the mid-session. O.M. No.12011/01/2013-Estt. Allowances dated 23.04.2013 refers.
3.	Whether a Government servant is required to give a certificate that the spouse, if earning, has not claimed CEA?	Yes. In terms of O.M. No.12011/01/2013-Estt.(Allowances) dated 23.04.2013, the claimant Government servant is required to furnish an undertaking that reimbursement of CEA has not been claimed in respect of the child by the spouse of the claimant.

Five RRR candidates have been accorded posting in PA/PM cadres by the Tamilnadu Circle administration based  on the judgment of Madras High court . The appeal of the Circle Administration has been rejected by the High Court . However the case of the  remaining   87 RRR   candidates is still pending in the Court. Let us hope and trust that justice will be done by  the Honorable Court in due course

Delay in issuing  DA Order

“…10% enhancement in Dearness Allowance/Dearness Relief has already been approved by Central Government on 28th February, 2014  Now a formal Office Memorandum in this regard is awaited from Finance Ministry. Month of March, 2014 is going to end and a month is also passing after approval all employees/pensioners/offices are waiting for Finance Ministry’s Memorandum. Last year the approval of DA/DR pertaining to January, 2013 was also issued very late on 18th April 2013
According to the govt. approval additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014 would be released not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent. Salary for the month of March, 2014 will be paid on 2nd April, 2014 and the salary/pension of March, 2014 will be calculated on 90% DA/DR and three months’ arrears will be paid after receiving of FM’s Order. The order of enhancement in DA also necessary to 25% increase in some allowances. As per sixth CPC’s recommendations some allowances can increase 25% every time when the DA touches 50%.”

கோட்ட கண்காணிப்பாளருடன் சந்திப்பு

                நேற்று நமது கோட்ட கண்காணிப்பாளர் திரு.K.இலக்ஷ்மண பிள்ளை அவர்களை சந்தித்து பேசினோம்.  தற்போது நமது கோட்டத்தில் தொடர்ந்து அளிக்கப்படும் பயிற்சிகள் (Training) அதனால் நிலவும் ஆட்பற்றாகுறை
( Shortage & Deputations ) அதனை தொடர்ந்து ஊழியர்களின்  விடுப்புக்கான அசௌகரியங்கள் ( Leave Problems)  போன்ற கோட்ட மட்டத்தில் நிலவும் பிரச்சனைகளை விவாதித்தோம். அதற்கு தீர்வு காண முற்படுவதாக உறுதியளித்தார்கள். இந்த சந்திப்பின் போது நமது கோட்ட செயலாளர் திரு இராம சுப்பிரமணியன் உடன்  திரு குணா,  திரு பாரதி மற்றும் நமது கோட்ட  பொருளாளர் திரு ராஜா பிரசாத் ஆகியோர் இருந்தனர்.

             பாராளுமன்ற பொது தேர்தல் 2014  நடைபெறும் நாட்களில் இந்திய முழுவதும் அந்தந்த பகுதிகளில் விடுமுறை விட ஏற்கனவே அமுலில் உள்ள DOPT vide OM No12/14/99 -JCA dated 10 th October, 2001 ன் படி விடுமுறை அளிக்க இலாகா உத்திரவு. அதன்படி தமிழ்நாட்டில் ஏப்ரல் 24 அன்று பொது விடுமுறையாக இருக்கும்.

Finance Ministry is blocking Post Bank of India

Inclusive growth is the buzzword that Sonia Gandhi, Rahul Gandhi and the apostles of Sonianomics brandish at every possible opportunity, but when the world’s greatest opportunity for financial inclusion knocks at the their door, they look the other way. The opportunity comes in the form of a private bank of the India Post, which has 1.54 lakh branches across the country, 90 per cent which are in rural areas. The Reserve Bank has approved the idea, but the finance ministry is trying to block it. Out of the 27 applicants (only 25 in the fray now) for a new banking license, the Indian Post’s bank is among the five or six that has passed the strict guidelines of the Reserve Bank. While other licensees can start their operations once the Reserve Bank announces their clearances, the Indian Post’s bank cannot because the finance ministry mandarins don’t like the idea. Is there any particular reason that even with a Reserve Bank license an arm of the government of India cannot start something that will help tens of millions because another arm has a say over it? The only motives that one can assume are the following.

New Delhi: 13th March, 2014 – The Staff Side of the National Council (Joint Consultative Machinery), in its meeting held on 11th March, 2014 to condoled the sad demise of Late Shri Umraomal Purohit, Secretary, Staff(NC/JCM), had unanimously elected Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen’s Federation, as Secretary, Staff Side, National Council (JCM).

This post was vacant due to sad demise of Com. Umraomal Purohit on 27th February, 2014, who held this post for more than three and half decades.
The JCM is an umbrella organisation for about thirty six lakh Central Government employees working in different departments, such as Indian Railways, Defence(Civilian), Postal, Cabinet Secretariat, Income Tax etc.

Central Working Committee Meeting of NAPE, Group-C at Ajmeer in Rajasthan Circle

              The CWC of NAPE Gr-C was held at Sriram Dharmasala, Ajmeer from 9-3-2014 to 10-3-2014.  The Combined Circle Conferences of NAPE Gr-c, Postmen&MTS and NUGDS were held from 8^th  to 10^th March 2014. 

The open secession was held on 9^th March 2014. Sri Kamal Bakolia, Mayor, Ajmeer was the chief guest. Sri Guman Singh, President NFIR, All India in his elaborate speech explained about the 7^th CPC, DA merger and on other problems of CG employees. Sri Jitender Gupta, PMG (SR) Rajasthan, Sri D.Kishanrao, GS NAPE Gr-c  dealt with developments in the Department and the role of Trade Unions in the challenges atmosphere. Sri PU Muralidharan, GS NUGDS, Sri TN Rahate, GS NUPE PM&MTS also spoke about the problems. 

The CWC concluded on 10.3.2014.   The Reception Committee headed by Sri R.K.Meena C/s Rajasthan Circle and Sunil Balachandini, D/s Ajmeer made excellent arrangements for the conference and Central Working Committee. 
On behalf of Tamilnadu Circle Union, Shri.N.J.Uthayakumaran, Circle Secretary, Tamilnadu Circle. Shri.Vijaya Kumar, ACS, Shri. S.A.Rama Subramanian, ACS and Shri Thirugnana Sampantham Divl President Tuticorin attend the CWC.

             வணக்கம் கடந்த பெப்ரவரி 25,26 மற்றும் 27 அன்று காஞ்சியில் நடைபெற்ற மாநில மாநாட்டில் நடந்தேறிய ஜனநாயக படுகொலையும் அதை  நிகழ்த்தி காட்டிய விதமும் நீங்கள் அறிந்து கொள்ள இதோ.............

           பெப்ரவரி 28 அன்று நமது மு.மா. திரு.G.P.முத்துகிருஷ்ணன் அவர்கள் பணி ஓய்வு பெற போவதால்  புதிய செயலாளராக யார் வர போகிறார்கள் என்ற எதிர்பார்ப்பு அனைத்து தரப்பு உறுப்பினரிடமும் இருந்தது தெரிந்ததே. இந்நிலையில் கடந்த 05.01.2014 அன்று  திருநெல்வேலி வெள்ளி விழா மாநாட்டில் கலந்து கொண்ட மு.மா. திரு.G.P.முத்துகிருஷ்ணன் அவர்கள் தூத்துக்குடி கோட்ட செயலாளர் திரு உதயகுமாரன் அவர்களிடம் மாநில செயலாளராக பணியாற்ற அவரின் விருப்பத்தை அறிய விரும்பிய போது அவரும் அன்றே  இசைவும் தெரிவித்தார்கள்.
இந்நிலையில்  பெப்ரவரி 25,26 மற்றும் 27 அன்று காஞ்சியில் நடைபெற்ற மாநில மாநாட்டில்   தூத்துக்குடி கோட்ட செயலாளர் திரு உதயகுமாரன் அவர்கள் மாநில செயலராக தன்னை முன்னிறுத்தி ஆதரவு கேட்ட போது மு.மா. திரு.G.P.முத்துகிருஷ்ணன் அவர்கள் தென் சென்னை கோட்ட செயலாளர் ஜனாப் சுல்தான் அவர்களை முன்னிறுத்தினார். அவரே அனைவரிடமும் ஆதரவும் கோரினார்.
நமது மாநில செயலாளர் திரு.N.J.உதய குமாரன் அவர்களுக்கு தமிழகத்தில் மொத்தமுள்ள 52 கிளை மற்றும் கோட்டங்களில் 35 க்கு மேற்பட்ட கோட்ட செயலர்கள் ஆதரவு தெரிவித்தனர் என்பதற்காக அமைப்பு நிலை விவாதத்தையும் பொருளாய்வு கூட்டத்தையும் கடைசி வரை காலம் தாழ்த்தி இழுத்தடித்தது மட்டுமல்லாமல் முறையாக நடத்தி அனைவரின் கருத்தையும் மு.மா அவர்கள் அறிய முற்படாதது துரதிஸ்டம் மட்டுமல்ல ஜனநாயக படுகொலையாகும்.
பல்வேறு கோட்ட செயலர்கள்/ மாநில செயற்குழு உறுப்பினர்கள் எதிர்ப்பை காட்ட, தனக்கு வேறு வழியின்றி நயவஞ்சகமாக பின்வாங்குவதாக அறிவித்தார்கள். ஆனாலும் திரு.N.J.உதய குமாரன்அவர்களை மாநில செயலாளராக  ஏற்க மனமின்றி தானெடுத்த மூப்பாக மூன்றாம் நாள் காலையில் ஜனாப் அப்துல் காதிர் அவர்களை (ஓய்வுக்கு 5 மாதக்காலமே உள்ள அவரை) முன்னிறுத்தினார். இதுவும் தன்னை போல புறவாசல்வாசத்திற்கு ஒருவரை தயார்படுத்தும் விதமான திட்டத்தின் ஒரு பகுதி என எல்லோரும் எண்ணினர். தனது எண்ணம் ஈடேற சார்பாளர்கள் எண்ணிக்கையில் குளறுபடிகளை ஏற்படுத்தினார். சில கோட்ட செயலர்களை பதவி தருவதாக கூறி தன்பக்கம் இழுக்க நினைத்தார். இரண்டொரு நாளில் ஓய்வு பெறபோகும் மு மா அவர்கள் தனக்கு இருந்த மரியாதையை அவரே போக்கியும் கொண்டார்.
                இந்த யுத்தம் தர்மத்திற்கும் அதர்மத்திற்கும் ஆன யுத்தம் ஆனது.
இந்நிலையில் தான் தேசிய சங்கத்தின் மீது பற்றும் பாசமும் கொண்ட தலைவர்  KR அவர்களின் உண்மை விசுவாசிகள் சுய விருப்பு வெறுப்புகளை விட்டுவிட்டு இயக்க நலனை முன்னிறுத்தி சில முடிவுகளை எடுத்தனர்.
               இயக்க நலனை முன்னிறுத்தி மகாபாரதத்தில் பாண்டவர்களுக்காக தூது சென்ற 'கார்மேகவர்ணன்' கண்ணன் கூட துரியோதன கூட்டத்தோடு ஐந்து அரசு வேண்டும், இல்லையேல் ஐந்து ஊர் வேண்டும், இல்லையேல் ஐந்து காணி வேண்டும் என்றான். ஆனால் எதிர்முகாமின் அழைப்பை ஏற்று இயக்க நலனுக்காக நம் கண்ணனாய் தூது சென்ற திருநெல்வேலி கோட்ட செயலர் திரு இராம சுப்பிரமணியன் அவர்கள் ஒட்டுமொத்த அனைவரின் எதிர்பார்ப்பை பூர்த்தி செய்யும் விதமாக எண்ணிக்கை அடிப்படையில் சமரசம் மேற்கொள்ளாமல் நம் எண்ணம் ஈடேற இயக்க நலனை மட்டுமே முன்னிறுத்தி  "போட்டி நமக்கு நல்லதன்று" என உரைத்து சமரசம் மேற்கொண்டார். அதை ஏற்று மாநில செயலராக திரு உதயகுமாரன் அவர்களை தேர்ந்தெடுப்பது என்றும் மற்ற பொறுப்புகளுக்கு அனைத்து தரப்பிலும் ஒருங்கிணைத்து தேர்ந்தெடுப்பது என முடிவெடுத்து உடனடியாக மாநில செயற்குழுவும் கூடிட மு.மா திரு.G.P.முத்துகிருஷ்ணன் அவர்கள் அழைப்பு விடுத்தார். அந்த செயற்குழுவும் அதே முடிவை ஏகமனதாக மேற்கொண்டது.
பின்பு வழக்கம் போல காலதாமதமாக தொடங்கிய பொருளாய்வு கூட்டத்தில் கடைசியாக மு.மா அவர்கள் தனது பதிலுரை கூட அளிக்காமல் ஏற்கனவே ஒப்புக்கொண்டு அறிவிக்கபட்ட நிர்வாகிகளுக்கு மாற்றாக அவசர அவசரமாக தேர்தல் நடத்த முற்பட்டது துரோகத்தின் உச்சம்.
இந்நிலையில் நாம் மேடையிலே நமது எதிர்ப்பை தெரிவித்து திருநெல்வேலி கோட்ட செயலர் திரு இராம சுப்பிரமணியன் அவர்கள் முன்மொழிய தூத்துக்குடி கோட்ட செயலாளர் திரு உதயகுமாரன் அவர்கள் வழிமொழிய  திருமதி விஜயலட்சுமி Asst Manager, PSD Trichy அவர்களை மாநில தலைவராக  அனைத்து பிரதிநிதிகளும் ஒருமனதாக தேர்ந்தெடுத்தனர்.
பின்பு அவரின் தலைமையில் அனைத்து மாநில நிர்வாகிகள் ஒருமனதாக தேர்ந்தெடுக்கபட்டனர்.  பின்பு இலாகா பிரதிநிதியிடம் நமது எதிர்ப்பை பதிவு செய்து பட்டியலை சமர்பித்தோம், என்பதே உண்மை .

               குருசேத்திரத்தின் இறுதி வெற்றி தர்மத்தின் பக்கம் என்பதை நினைவில் கொள்வோம். இருந்த போதிலும் நமது கவலை எல்லாம் நமது பதவிகளில் இல்லை இயக்க நலனில்தான் இருக்கிறது.
