சம்மேளன பொதுச் செயலாளருடன் நமது கோட்ட தலைவர் திரு ஆனந்தராஜ் அவர்கள்

41 ஆண்டு கால தேசிய சங்க உறுப்பினராகவும் பல்வேறு பொறுப்புகளிலும் பணியாற்றி  1990-1991 ஆண்டுகளில் திருநெல்வேலி கோட்ட செயலாளராகவும்  2008 முதல் இன்றுவரை கோட்ட தலைவராகவும் பணியாற்றி 31.05.2014 இன்று பணிநிறைவு செய்யும் நமது தேசிய சங்க முன்னோடி திரு.E.ஆனந்தராஜ் அவர்கள் பல்லாண்டுகள் நீடுழி வாழ வாழ்த்துகிறோம்.

நெஞ்சம் நிறை நல்வாழ்த்துமடல்

அன்பின் பிறப்பிடமே      ஆற்றலின் பூங்காற்றே
இசக்கிமுத்து ஈன்றெடுத்த      ஏற்றமிகு பொற்குடமே
உண்மை எனும் மண்ணகத்தே ஊன்றி வைத்த மரிகொழுந்தே
வள்ளுவன் நெறிகண்டு வாழ்ந்து நின்ற இலக்கணமே
சொன்ன  சொல்  தவறாத தற்கால அரிச்சந்திரனே
என்றும் இளமையோடு ஏந்திழையின் துணையோடும்
செம்மையுற வாழ்ந்திடவே சித்தனை இறைஞ்சுகின்றோம.

அஞ்சல் துறையில் தேசிய சங்கத்தினை
தலைமை பொறுப்பேற்று தலை நிமிர நிற்க வைத்து
நெஞ்சம் போற்றும் நெறியுடன் சேவையாற்றி
ஆன்றோரும் ஏத்தும் அறிவார்ந்த சேவைதனை
எல்லோரும் பாராட்ட வல்லாரும் வாழ்த்திடவே
சேவை செய்திட்ட செம்மலே  நாங்கள் எல்லாம்
உன் வழியில் செயல்படவே உற்ற துணையாய்  நீ இருப்பாய்
என்ற எண்ணத்தில் உன் பொற்பாதம் பணிந்து நின்றோம்.

எஞ்சிய வாழ்க்கைதனை இன்புற்று வாழ்த்திடவே

Preliminary Interaction meeting with Chairman and members of Pay Commission:

Today FNPO delegation consisting of General Secretaries NAPEC , General Secretary, PM&MTS, SGFNPO and R.Ravichandran participated in the meeting. During our meeting we presented that India Post is fully computerized and IT enabled and Justification for higher Pay Scale on account of computerization, Savings Bank, Life Insurance and Money Remittance, 100% IT driven on completion of IT project. And multifarious duties. Further we mentioned that Post Man touching every corner of the country. PO is a multipurpose delivery for central and state government schemes like Savings Schemes Payment, MGNREGA & DBT. Demand for higher scales of other cadres in DOP has been emphasized. However we did not mention minimum scale and grade pay. MACP anomalies were discussed. The details of the Power Point presentation are hereunder:

NEW DEVELOPMENTS

            The people of biggest democracy in the world, India gave full mandate to the BJP and NDA under the leadership of Sri Narendra Damodardas Modi and the new cabinet was sworn in on 26^th. The CG employees especially the Postal Employees are anxious about the policies and priorities of the new Government. In fact the UPA Governments gave budgetary support for the modernisation of the Department and more than ten thousand crores were given and the IT based projects are in the middle. Still more support is required for the continuation of  CBS The licence for the much awaited PBI has to be approved. The UPA constituted 7^th CPC and merger of DA and Interim relief was left out. We have to watch the policies of the New Government towards the Employees.

            There will be change in the Secretary, Department of Posts from June. We express our gratitude and bid farewell to Mrs P.Gopinath for her tireless efforts in installation of CBS project in the Posta Office and pioneering the cause of Post bank of India which is becoming the reality now as RBI conditionally agreed for the PBI We welcome the new Secretary with new ambitions and taking the demands of Postal Staff further in a positive way.

            The memorandums to the Pay commission are submitted. Our main demand is getting a fair and higher pay scale to the Group C employee which was denied by the subsequent pay commissions. Better training and working conditions in the new environment .Restoration of allowances which were snatched away .Scientific based promotions for the higher responsibilities as the present MACP and hierarchy promotions did not give any financial benefit, but increased the workload and responsibilities. The pay band and Grade pay and merger of pay scales destroyed the relativities. An agreement was signed on the cadre restructuring of the Group C employees on 28^th April . Under these circumstances we are facing the pay commission with just demands.

            With the above background the JCA met on 25^th May decide to submit separate memorandums on the pending demands and decide the future course of action. Let us watch the new Developments seriously and face the new situation by keeping the powder dry.

LAST DATE FOR SUBMISSION OF MEMORANDUM TO 7TH CPC EXTENDED

As per the request of the JCM National Council Staff side, 7^th Central Pay Commission has granted extension of time upto 15.07.2014 (15^th July 2014) for submission of memorandum by individual organizations other than JCM staff side. The following is the revised time schedule (Last date).

1.      JCM National Council Staff side                           :           30.06.2014

2.      All other Federations/Unions/Associations           :           15.07.2014

JCM National Council Staff side will be submitting a common memorandum before 30.06.2014 on the common demands of the Central Government Employees. The Copy of the JCM Staff side memorandum will be placed in the website.

SG FNPO met JCM staff side leader Shri M. Ragavaiah, and discussed 7 th CPC related issues. 

On 23.05.2014 and 24.05.2014 AIC, AIPAO (FNPO) was inaugurated by Shri T. N. Rahate, President FNPO. All the General Secretaries of FNPO affiliated Unions and SG FNPO greeted the conference. Shri O.P Khanna, re-elected as General Secretary. Shri L.K. Mathur, elected as President. Details of the conference will be published in our sentinel.

 On 25.05.2014 Postal JCA meeting was held at NFPE Office. FNPO and NFPE affiliated General Secretaries participated in the meeting. The out come of the meeting is as follows:

1. Cadre wise memorandum will be submitted to the 7 CPC on 30.05.2014 by mail as well as in person.

2. Federations memorandum will be finalised after consultation with all General Secretaries of FNPO & NFPE affiliated unions in the 2nd week of June 2014.

3. Postal JCA decided to submit memorandum to the new communication Minister as well as new secretary Department of Post.

கலக்க வருது இந்தியாவின் முதல் Payment கார்டு ‘ரூபே’ (Rupay)

புதுடெல்லி: ஷாப்பிங் போன்றவற்றுக்கு பயன்படுத்தவும், ரொக்கம் எடுக்கவும் இனி வெளி நாட்டு நிறுவனங்களின் ‘பெமென்ட்’ கார்டுகளை எதிர்பார்க்க வேண்டாம். வந்துவிட்டது இந்தியாவின் சொந்த பேமென்ட் கார்டு ‘ரூ பே’ஜனாதிபதி பிரணாப் முகர்ஜி நேற்று இதை தொடங்கி வைத்தார். இந்த ‘ரூ பே’ கார்டை பயன்படுத்தி ஷாப்பிங் செய்யலாம்; ரொக்கமும் பெறலாம். நாடு முழுவதும் 10 ஆயிரம் வியாபார நிறுவனங்கள் இந்த கார்டை ஏற்கின்றன. வங்கி ஏடிஎம்களிலும் ரொக்கம் எடுக்க இந்த கார்டை பயன்படுத்தலாம். இது ஒரு ப்ரீபெய்டு கார்டு. ரிசர்வ் வங்கியால் ஊக்குவிக்கப்பட்ட லாப நோக் கம் இல்லாத நிறுவனம் ‘நேஷனல் பேமென் ட்ஸ் கார்ப்பரேஷன் ஆப் இண்டியா’ இந்த திட்டத்தை கொண்டு வந்துள்ளது. பல்வேறு வகையான ‘ரூ பே’ கார்டு இனி வலம் வரும். அதாவது, விவசாயிகளுக்கு பலன் தரும் வகையில் கிசான் கார்டு வெளியிடப்படுகிறது. அதுபோல, விரைவில் ரயில் முன்பதிவுக்கு பயன்படும் வகையில் ரயில்வேயின் ஐஆர்டிசி நிறுவனம் விரைவில் வெளியிட உள்ளது. வங்கிகள் தரும் ஏடிஎம் கார்டுகளை தவிர, சில வெளிநாட்டு நிறுவனங்கள் மூலம் தான் பேமென்ட் கார்டுகள் வெளியாகி உள்ளன. இப்போது தான்  முதன்  முதலில் இந்தியாவின் சொந்தமான ஒரு பேமென்ட் கார்டு வெளியாகிறது. விசா, மாஸ்டர்கார்டு இரண்டுமே அமெரிக்காவை சேர்ந்தது.  இந்த நிலையில் ‘ரூ பே’ இந்தியாவில் முதன்  முதலாக வெளியாகி உள்ளது. இதனால் வெளிநாட்டு நிறுவனங்களை இனி எதிர்பார்க்க தேவையில்லை.

Consumer Price Index Numbers for Industrial Workers (CPI-IW)- March 2014

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for March, 2014 increased by 1 points and pegged at 239 (two hundred and thirty nine). On 1-month percentage change, it increased by 0.42 per cent between February, 2014 and March, 2014 compared with the rise of 0.45 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food Group contributing 0.99 percentage points to the total change. At item level, Rice, Wheat, Goat Meat, Milk (Buffalo), Vegetables and Fruit items, etc. are responsible for the increase in index. However, this increase was restricted to some extent by Groundnut Oil, Fish Fresh, Poultry, Eggs (Hen), Onion, etc. putting downward pressure on the index.

ராபர்ட் கால்டுவெல் இருநூற்றாண்டு நிறைவு

கால்டுவெல் (1814-1891) என்று அழைக்கப்படும் ராபர்ட் கால்டுவெல் திராவிட மொழியியலின் தந்தை எனப் போற்றப்படுபவர். திராவிட மொழிகளின் தனித்துவத்தை நிலைநிறுத்தியதில் பெரும்பங்கு இவருடைது.  

ராபர்ட் கால்டுவெல் இருநூற்றாண்டு நிறைவு தினம் இன்று (07.05.2014).

அன்னாரை இந்த நாளில் நாமும் நினைவு கூர்வோமாக.............

ராபர்ட் கால்டுவெல் 1814 ஆம் ஆண்டு மே மாதம் அயர்லாந்தில் பிறந்தார். இளமையிலேயே சமயப் பற்று மிக்கவராகக் காணப்பட்டார். தொடக்கத்தில் தானாகவே கல்வி பயின்ற இவர், பின்னர் கிளாசுக்கோ பல்கலைக்கழகத்தில் இணைந்து கல்வி பயின்றார். அங்கே அவருக்கு ஒப்பியல் மொழி ஆய்வில் ஆர்வம் ஏற்பட்டது. 24 வயதாக இருந்தபோது இலண்டன் மிசனரி சொசைட்டி என்னும் கிறித்தவ மதக் குழுவினருடன் சேர்ந்து, மதத்தைப் பரப்புவதற்கென்று 1838 சனவரி 8 ஆம் தேதி சென்னைக்கு வந்து தமது மதப்பணியைத் தொடங்கினார். பின்னர் இவர் நற்செய்தி பரப்புவதற்கான சபை (Propagation of the Gospel Mission) எனும் குழுவினருடன் இணைந்து கொண்டார். தனது பணிக்குத் தமிழ் மொழி அறிவு முக்கியம் என்பதை உணர்ந்த கால்டுவெல், தமிழை முறைப்படி பயிலத் தொடங்கினார்.

1841ல் குரு பட்டம் பெற்றுத் திருநெல்வேலி சென்று அங்கே இடையன்குடி என்னும் ஊரில் தங்கி 50 ஆண்டுகள் தமது மதப்பணியுடன் சேர்த்து தமிழ்ப்பணியும் செய்தார். இவர் ஆங்கில மொழியில் ஆக்கிய திராவிட மொழிகளின் ஒப்பிலக்கணம் என்னும் நூல் உலகெங்கும் இவருக்கு மிகுந்த புகழ் ஈட்டித்தந்தது. தமிழ், தெலுங்கு, கன்னடம், மலையாளம் ஆகிய மொழிகள் எல்லாம் ஓரினத்தைச் சேர்ந்தவை என்பதை இந் நூல் மூலம் உலகம் ஒப்ப விளக்கிச் சொன்னார். திராவிட மொழிக் குடும்பம் ஒன்று இருப்பது பற்றிக் கண்டு பிடித்தது இவரல்லர் எனினும், அதற்கான சான்றுகளை ஒருங்கிணைத்து உறுதிப்படுத்தியவர் இவரே."

வரலாற்று ஆய்வுகள்

திருநெல்வேலியில் பணியாற்றிய காலத்தில் அதன் வரலாறு பற்றி ஆய்வுகள் செய்துள்ளார். தகவல் சேகரிப்புக்காகச் சங்க இலக்கியங்களின் ஏட்டுப் பிரதிகளைப் படித்தது மட்டுமன்றி, அகழ்வாய்வுகளில் ஈடுபட்டுப் பல பண்டைய கட்டிடங்களின் அடிப்படைகளையும், ஈமத் தாழிகள், நாணயங்கள் முதலானவற்றையும் வெளிக் கொணர்ந்துள்ளார். மீன் சின்னம் பொறிக்கப்பட்ட பாண்டிய நாட்டுக் காசுகள் பல இவ்வாய்வுகளில் கிடைத்துள்ளன. இந்த ஆய்வுகளின் பெறுபேறாக "திருநெல்வேலி மாவட்டத்தின் அரசியல் மற்றும் பொது வரலாறு (A Political and General History of the District of Tinnevely) என்னும் நூலை எழுதினார். இது 1881 ஆம் ஆண்டில் மதராசு அரசினால் வெளியிடப்பட்டது. இது பற்றிக் குறிப்பிட்ட இராபர்ட் எரிக்கு ஃபிரிக்கென்பர்க்கு (Robert Eric Frykenberg) என்பார், தொல்லியல், கல்வெட்டியல், இலக்கியம் ஆகிய மூலங்களிலிருந்தான தகவல்களைக் கொண்டு எழுதப்பட்ட இந்நூல் தனி நூல்களுள் முழுமைத் தன்மையில் முதன்மையானது என்றார்.

National Council JCM Meeting to discuss about 7th Pay Commission

             In a letter dated 9-4-2014, the Secretary, Staff Side, National Council JCM submitted an agendacomprising 09 points to the Chairman, Standing Committee, National Council (JCM), for discussion in the next standing committee meeting.              Accordingly the next meeting of the Standing Committee of the National Council JCM is scheduled to be held under the chairmanship of Secretary (P) on 7th May 2014 at 11.00 AM in the conference Hall, North Block, New Delhi. Agenda points submitted by the staff side will be discussed in this Meeting. 

             According to the sources close to JCM National Council, a preliminary Staff Side meeting is supposed to be held on 6th May 2014 in the office of National Council (Staff Side) – JCM, to discuss the Agenda items, Draft Reply to 7th CPC Questionnaire 
             So it is expected that discussion on important points will take place in these meetings and the outcome of these meetings will be the deciding factors of the path in which 7th pay commission should travel to determine the pay structure and service matters of central government employees.  
          Draft Reply to the 7th CPC questionnaire will be  be finalised in the staff side meeting and it will play a key role in the 7th Pay Commission as it is the view of 3 million central government employees 
            The agenda points to be discussed in the above said meeting is already circulated to all the Standing Committee Members of National Council JCM by Shri. Shiva Gopal Mishra, Secretary, Staff Side, National Council JCM

GLORIOUS SILVER JUBILEE CONFERENCES OF FNPO AFFLIATES KERALA CIRCLE

The 25^th circle conferences of National Unions affiliated to FNPO started at O.T.Bhaskaran nager ( Aban Auditorium,Pathanamthitta on 4^th May 2014.The Flag hoisting was done  at 0900 and the INTUC flag was hosted by Sri A.shamshuddin,District President,INTUC and fnpo flag by Sri Johnson D Avokkaran,FNPO convenor. The Grand Open session started at 1000 AM inaugurated by Sri Ramesh Chennithala, Honorable Minister for Home, Kerala by lighting the lamp.The key note address was delivered by Sri Anto Anthony, Honourable MP, Pathanamthitta.The prominent speakers who addressed the open session were S/S  A.Shamshuddin,President INTUC,D.Theagarajan,SG,FNPO,D.Kishan Rao General Secretary,NAPEC,P.U.Muralidharan,GS,NUGDS, Johnson Avokkaran CS,NAPEC,C.Moiuddin Kutty,Ex circle president,NUPM & Group D,D.Christ Das,K.Sivadasn,N.V.Vinod Circle secretaries,K.J.Raphy,CGE&W congress, Kerala. Vote of thanks by Sri Sam Daniel,Ex secretary NUPEC.

 The women conference started  in the Afternoon.Smt Anu-P-Baby Welcomed the Participants.The  conference was presided over by Smt.Bhagya Sree,Chair person FNPO womens wing.The coference was inaugurated by Smt. Stella Thomas,Dt.Secretary mahila Congress,Pathanamitta. Vote of Thanks by Jibi Mariyam Philiph. The prominence of the meetings was TWO DISTINGUISHED GUESTS Smt Chanthi veda Singhe and Smt. Irosha karannagoda participated from UNI-Apro ,Srilanka on our invitation.

 

A seminar on MODERNISATION  OF DEPARTMENT OF POSTS-POST BANK OF INDIA was held  in the afternoon.Sri C.Sivadasan,Pilaai,Supdt. of post offices,Patahnamthitta,presented the subject.S/S D.Theagarajan,SG,FNPO D.Kishan Rao GS,P.U.Muralidharan,GS,R.R.pillai Rtd SSPOs,R.Ravindranathan,Retd.SSPOs,M.Harisudha,GS,Stenographers association participated in the discussion.Sri Johnson Avokkaran coordinated.

  At 0430 PM a colourful procession was organised in the streets of Pathanamthitta with thunderous slogans and the public meeting was held .The subjects committees are in session.

The pensioners conference was held  at the same venue Sri T.Joy Ex circle president of NAPEC Presided.Sri O.K.Diwakaran, EX AGS NAPEC ,& convenor FNPO Circle Secretary keral iaugurated  and convenor of Adhoc committe of Postal & RMS pensioners Association.S/S G.Sivaprasad,Ex Vice president,Pookkunjan R.Sasundram,M.n.Kuttappan Pillai were spoke on the occassion.The conference resolved to request the 7th CPC to implement one pension to one rank one just like defense personnel
