Dear colleagues,
              More than 70 members from the NFPE under the leadership of Sri.R.Saravanan, a longtime secretary of Tiruvannamalai Dn. joined our union.  Sri.R.Saravanan joined in the presence of Circle secretary. He earnestly welcomed all and assured them  for the democratic and impartial functioning. According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for March, 2013 rose by 1 point and pegged at 224 (two hundred and twenty four). On 1-month percentage change, it increased by 0.45 per cent between February and March compared with 1.01 per cent between the same two months a year ago.

FNPO P3 Monthly subscription raised to Rs.40

       The Department issued orders vide letter No. 15-2/2007-SR dated 16-4-2013 raising the monthly subscription from Rs 30/- to Rs 40/-. Our Central HQ requested all the Divisional Secretaries to take action for recovery of subscription @ of Rs 40/- from the pay of April 2013.

            V.K..புரம் திருநெல்வேலி நகர் அஞ்சலகங்களில் இருந்து தபால்காரர் Re-Deployment பற்றி விவாதித்தனர். மேலும் KTC Nagar அஞ்சலகத்தை Delivery SO ஆக மாற்றினால் ஏற்படும் நன்மைகளை நமது பிரதிநிதிகள் எடுத்து கூறினார்.  நமது கோட்ட கண்காணிப்பாளர் திரு சாந்தகுமார்அவர்கள் பரிவுடன் கோரிக்கைகளை பரிசிலிக்க தயாராக இருப்பதாகவும் தனக்கு,அதாவது கோட்ட நிர்வாகத்துக்கு உள்ள பிரச்சனைகளையும் விளக்கினார்கள். மண்டல நிர்வாகத்துடன் பேசி முடிக்க முயற்சி செய்வதாக கூறினார்கள். 
நமது JCA மண்டல அளவில் இப்பிரச்சனையை கொண்டு சென்று தீர்வு காண தொடர்ந்து முயலும் என தெரிவித்து கொள்கிறோம்.

முதல் வெற்றி. இனி தொடரும் நம் வெற்றி

பெருந்திரள் ஆர்ப்பாட்டம் நெல்லை மாவட்ட அஞ்சல் ஊழியர்களின் கூட்டு போராட்டக்குழுவிற்கு கிடைத்த முதல் வெற்றி.
             ஆம் தோழர்களே நமது JCA வின் முதல் நோக்கம் அரசை எதிர்க்கும் ஊழியர் போராட்டம் வலிமைமிகுந்ததாக இருக்கவேண்டும் என்பதே. 
அந்த போராட்ட களத்தில் நம்மவர்கள் சுணக்கம் காட்டிய போது நம்மிடையே ஏற்பட்ட மனக்குறையே JCA புது பொலிவு பெறவேண்டிய அவசியத்தை கொடுத்தது. 
அதன் விளைவு ஊழியர் போராட்டம் வலிமைமிகுந்ததாக கட்டமைக்க படவில்லை எனில் தொழிலாளர்கள் நம்மை விட்டு விலகிசெல்ல நேரிடும் என உணர்த்து சிலர்  மத்திய தொழிற்சங்கங்களின் அறைகூவலை ஏற்று 7 வது ஊதிய குழு அமைக்க வேண்டியும், புதிய பென்ஷன் திட்டத்தை வாபஸ் பெற கோரியும் ஆர்ப்பாட்டம் நடத்த வேண்டிய கட்டாயத்துக்கு தள்ளப்பட்டனர். அதனை தொடர்ந்து இன்று அவர்களும் நம்மைப்போல ஆர்ப்பாட்டம் நடத்தினர். அதுவும் சிரமேற்கொண்டு செயல்பட்டனர் என்ற செய்தி நமக்கெல்லாம் சந்தோசமே. இதை தான் நாம் எதிர்பார்த்தோம் தோழர்களே நமது முதல் நோக்கம் நிறைவேறியது மட்டுமல்ல 
இதுவே நமது  முதல் வெற்றி !

No merger of D.A. but seventh pay commission likely this year

               According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission. The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it's recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation. Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand. After formation of seventh CPC, if the ruling party fails to come back in the corridors of power, the entire liability will have to be borne by the new Govt. So, it's a win win situation of the ruling party and most likely, it will be announced in the later half of the year.

சொல்ல மறந்த கதைதான் நாங்களும் சொல்ல விரும்பினால்  ?
வேண்டாம் உங்களை போல மாற நாங்களும் விரும்பவில்லை.


கூட்டு நடவடிக்கை குழு Notice க்கு பதில் சொல்ல விரும்பிய அண்ணா.......
எதற்கு எடுத்தாலும் "தான்" "தான்"  என்ற எண்ணம் கொண்ட தாங்கள் கூட்டு நடவடிக்கை குழு Notice க்கு தனி நபரை (தம்பியை) குற்றம் சுமத்துவதில் வியப்பில்லை. இருந்தபோதிலும் கூட்டு நடவடிக்கை குழு அமைப்பாளர் என்ற முறையில் பதில் சொல்ல விரும்புகிறேன்.
மூன்றாவது முறையாக FNPO சங்கம்  உங்கள் செயல்பாடுகளை  விமர்சனம் செய்வதாக குறிப்பிட்டுள்ளீர்கள்.  
விமர்சனத்தை எதிர்கொண்டு தானும் மாறிகொள்வது தான் சிறப்பு.
இல்லையேல் பதில் சொல்ல வேண்டும்  இத்தனை நாள் பதில் சொல்ல மறந்தது ஏன் ? இன்றாவது மவுனம் கலைந்ததற்கு சந்தோசமே.
 FNPO  பங்கு பற்றி குறிப்பிட்டுள்ளீர்கள்  நாங்கள் எந்த இடத்திலும் தவறான ஒன்றை சொல்லவில்லை  பெரிய சங்கம் போராட்டத்தை குலைக்கும்  போது என்ன நடக்கும் என நான் சொல்லி தாங்கள் தெரியவேண்டிய அவசியம் இருப்பதாக கருதவில்லை. 
12.12.2012  வேலை நிறுத்தத்தை முறியடிக்க NFPE க்கு எதிராக  நாங்கள் செய்த உள்ளடிகள்  உங்களால்  கூற முடியுமா ? என்றைக்கும் தொழிலாளர் மற்றும் தொழிசங்க நலன்களுக்கு எதிராக நாங்கள் செயல்பட்டதில்லை. அதே சமயம் 
FNPO பங்குபெறாத போது பாளை FNPO தோழர் வேலை செய்ய அனுமதித்தல் எப்படி குற்றமாகும் ? சிந்திப்பீர்.
R 4 குறித்து சரியான தகவல்கள்  மட்டுமே கொடுக்கபட்டுள்ளது. பொய்சொல்லி அரசியல் பொழப்பு நடத்தவேண்டிய அவசியம் எங்களுக்கு இல்லை. அத்தனைக்கும் மேலாக மனசாட்சி இருக்குமானால் சிந்திப்பீர்.
பல்வேறு JCA போராட்டங்களில் தங்களோடு கைகோர்த்து வந்ததை  மறைக்கலாமா ?   இல்லை மறுக்கமுடியுமா ?
ஆனால் இன்று FNPO ஏன் இந்த நிலை எடுத்தது என்பதையும், தங்களின் Double Stand ஐ முடிந்தால் எண்ணி பாருங்கள்........   
கடந்த 20,21 போராட்டத்தின் போது  10 தினகளுக்கு முன்பாக போராடுவதில்லை என முடிவெடுத்துவிட்டு இரு தினங்களுக்கு முன்பாக JCA சார்பாக Notice போடுவதற்கு FNPO ஒப்புதல் கேட்டது ஏன் ? பிறகு அனைத்து NFPE Member களையும் கூப்பிட்டு வேலை செய்ய சொன்னது ஏன் ? 
JCA ஏன் தங்களின் மத்திய மாநில தலைமைகளையும் மதிக்க தெரியாத நீங்கள் எங்களுக்கு சொல்ல முனையும் கதை தான் என்ன ? 
கதை சொல்லி இதுவரை ஏமாற்றியது போதும். உண்மை சற்று  கசக்கத்தான் செய்யும். மேலும் முறையாக அனைத்து சங்கங்களும் கலந்து கொள்ள அழைப்பு விடுத்தும் JCA கூட்டத்தில் கலந்து கொள்ள மறுத்தது ஏன்? உங்கள் நிலைப்பாட்டை அங்கே விளக்க வேண்டியது தானே? பெரும்பான்மை முடிவுக்கு கட்டுபடுவதை விட்டு விட்டு விதண்டா வாதம் செய்வது ஏன்?   
நீங்கள் எண்ணிக்கையில் பெரியவர்களாக இருக்கலாம் ? 
ஆனால் எண்ணத்தில் இல்லையே என்பதே எங்கள் வேதனை.
குழப்பவாதிகளை கொஞ்சம்  தள்ளி  வைத்தே  பார்போம் . ஆம் தொழிலாளர் பிரச்சனைக்கும் தொழிற்சங்க குழு மனப்பான்மைக்கும் வித்தியாசம் தெரியாத குழப்பவதிகளை சற்றே தள்ளிவைப்போம்.
பல்வேறுபட்டவர்களின் சிந்தனைகளை பிரசுரிப்பதோடு விட்டு விடாமல் சற்று உள்வாங்கி கொள்ள முயற்சியுங்கள். 
இன்னும் காலம் கெட்டு போயிடவில்லை 
வாருங்கள் இணைந்த கரங்களாய் போராடுவோம். 
நம் போராட்டம் அதிகார வர்க்கத்திற்கும்  அடக்குமுறைக்கும் எதிராக தானே தவிர நமக்குள் இல்லை.மனசாட்சி உள்ளவர்கள் சிந்திக்கட்டும்.

First Phase - Direct Recruitment PA/SA Examination 2013 will be held on 21/4/2013.

Direct Recruitment PA/SA Examination

I.	Aptitude Test (Paper I) for Andhra Pradesh, Gujarat, Karnataka, Maharashtra and Tamil Nadu circles is scheduled on 21 April 2013. Admit cards are being dispatched to all eligible candidates. In case you do not receive the Admit Card by 11-April 2013, then you can download the same online from www.indiapost.gov.in  using Direct Recruitment PA/SA Examination link from 12_April-2013 onwards. You can also report discrepancy in Admit Card data from 12-April-2013 using the link GENERATE ADMIT CARD on the same web site.
II.	Some applicants have been issued Admit card without PHOTOGRAPH. All such applicants may visit the website www.indiapost.gov.in  to reconfirm their eligibility. On scrutiny it was found that photograph in case of some applicants was not pasted on the application form. Please note that the candidature for all such applicants is cancelled and they will not be allowed to appear in Aptitude Test (Paper I).

                    திருநெல்வேலி கோட்ட கூட்டு நடவடிக்கை குழு கூட்டம் வண்ணார்பேட்டை  அஞ்சலகத்தில் வைத்து  04.04.2013 அன்று நடைபெற்றது.  கூட்டத்தில்  கோட்ட செயலாளர்களில் 14  பேரில் 9 பேர் கலந்துகொண்டனர். கூட்டம் திரு முருகையா அவர்கள் தலைமையில் நடத்தது  கூட்டத்தில் அனைத்து கோட்ட செயலாளர்களும் தங்கள் கருத்துக்களை தெரிவித்தனர்.  கடந்த பெப்ரவரி 20,21 போராட்டத்தில் குழு மனப்பான்மையில் செயல்பட்டவர்களை கண்டித்தும் இனிவரும் போராட்டங்களில் ஒன்றுபட்ட நிலையில் நிற்பது எனவும் வேண்டுகோள் விடுத்தனர். கூட்டத்தில்  JCA தலைவராக திரு காசி விஸ்வநாதன் DS NFPE-GDS Ambai அவர்களும்

PA/SA Direct Recruitment exam postponed

PA/SA Direct Recruitment Exam which was tentatively scheduled on 21st April 2013 (ie. Phase I which includes Tamilnadu Circle) only in Kerala Circle has been postponed to 12th May 2013.

Apptitude Test (Paper I) is tentatively scheduled on 12-05-2013.

Admit card is/ will be despatched on 12-04-2013.

If you do/have not received the Admit Card by 27-04-2013 then you can download the admit card on line from the 29-04-2013.

Cabinet deferred the Dearness Allowance decision.

DA from January 2013 – Cabinet did not take up DA hike issue in the meeting held on 2nd April 2013 – Decision postponed due to non-availablity of Finance Minister.

As reported in media, Cabinet deferred the decision to consider Dearness Allowance Matter in the Cabinet Meeting held on 2nd April 2013.
It is reported that since Finance Minister Shri.P.Chidambaram is not available the decision to consider Central Government Employees and Pensioners DA matter was not taken in today’s Cabinet Meeting. This information was given by Shri.Manish Tewari, Broadcasting Minister after the meeting.
Based on Consumer Price Index for Industrial Workers which is used for calculating Dearness Allowance for Central Government Employees and Pensioners, total DA eligibility with effect from 1st January 2013 works out to 80%. As of now, Central Government Employees and Pensioners are paid DA @ 72% with effect from July 2012. Hence the net increase in DA would be 8%.

Revival of JCA at Divisional Level at Tirunelveli.

                   Taking into the account of recent development in department of post during the JCA called strike period, it has been decided to convene a meeting of All P3, P4, GDS and SBCO in Postal and RMS of both the NFPE and FNPO to form a divisional level of JCA. So that, we can effectively implement all the JCA programs announced by the Central JCA.

Memorandum submitted to Secretary, Department of Posts, by Postal Joint Council of Action (PJCA) on 01.04.2013

                  The meeting of the Postal Joint Council of Action (PJCA) comprising Secretary General and General Secretaries of the National Federation of Postal Employees (NFPE) and Federation of National Postal Organisations (FNPO) has reviewed the situation prevailing in the Department of Posts, regarding settlement of the following long pending demands of the staff side. The meeting viewed with grave concern the inordinate delay in implementing the assurances given to the staff side both during the discussion on strike charter of demands and also in the JCM Departmental Council meetings, causing large scale resentment among the Postal and RMS employees including Gramin Dak Sevaks and casual, Part time and contingent employees.

Cabinet likely to approve Central D.A. from January 2013 today

8% hike likely to be approved today.

              Our Union Cabinet is likely to approve today a proposal to increase dearness allowance (DA) to 80 per cent from existing 72 per cent benefiting about 50 lakh employees and 30 lakh pensioners of the central government.

"The Union Cabinet may consider the finance ministry proposal to increase the DA by 8 per cent to 80 per cent in its meeting scheduled for today", a source said.

              The hike would be effective from January 1, 2013 and the employees and pensioners would be entitled for arrears, he said. The government had hiked DA to 72 per cent in September last year, which had come into effect from July 1, 2012. "It is good that they are increasing DA. We demand that they should merge up to 50 per cent DA with the basic pay as per the practice and set up the seventh pay commission at the earliest", Secretary of Confederation of Central Government Employees, K K N Kutty said.

As per the practice, the DA is merged with basic pay when it breaches the 50 per cent cap. This helps employees get higher allowances as those are paid as proportion of the basic pay.
